Our Vice Prelate

Bishop Designate Troy D. Randall was born and raised in Baltimore, MD. He is the father of four beautiful children. His siblings and he grew up attending Mt. Moriah Baptist Church under the Pastorate of Pastor Arthur J. Benn. When he became an adult he grew away from the church and in his mid-twenties he returned to God and joined New Mt. Carmel Baptist Church under the Pastorate of Pastor Michael Williams. There he was ordained as a Deacon and worked in the youth and educational department. During his tenure there he enrolled in New Hope Bible College to further his understanding of Christ and the ministry in which he is serving God’s people. With his broadening knowledge of God and His divine purpose for his life he accepted his calling to the ministry. Troy delivered his initial sermon at New Mt. Carmel Baptist and was assigned to the youth and outreach ministry. While operating in his calling Troy continued his education receiving his A.A. in Christian Education and his B.A. in Theology. He went on to attend Sojourner Douglass College receiving his B.A. in Human Services/Community Supports. Advancing to his master’s in social work at Morgan State University in MD. Troy transitioned to First Church of Deliverance where he received the baptism of the Holy Spirit. He performed ministry there for 5 years and was asked to Co-Pastor at Light House Church of the Nazarene in East Baltimore. After serving for 3 yrs., he was offered to Pastor St. John Church of the Nazarene in Florence South Carolina. Receiving the leadership of the church from the deceased Pastor Sipp of 45 yrs. Troy redeveloped their entire church ministry bringing it into the 21st  century. Youth ministry, food pantry, senior ministry and outreach ministries were just a few of the new ministries added under his leadership. When that assignment was completed, he returned to Baltimore, MD to begin his ministry in the city.

After much prayer and counsel Troy founded The Horn of David International Ministries in Baltimore, MD and was ordained Pastor under the leadership of his new spiritual father Bishop Jeffrey L. White the Pastor of Greater Temple of Praise International Fellowship in New York, NY. In this fellowship he became brothers with Pastor Barry Henson of Hagerstown, MD and they ministered together for years. Out of this ministry there were established community outreach services, food and clothes giveaways, youth/senior supports and the Word of God being brought to life through the demonstration of God’s love towards His people. He had a “If my people…” 2 Chronicles 7:14 mentality to teach, help and love on God’s chosen. From the magnitude of the work being done he was led by the Holy Spirit to found At The House, Inc., a community resource service to help address the plight of the community. Through this initiative a community center is being built to house mental health services, youth and family services, senior citizen support and linkage services in the form of case management/social work.

In  2022 The Life Center International Worldwide was birthed under the Spirit-filled leadership of His Grace Apostle-Designate  Barry Henson. Understanding the giftings on his life and the skills he is willing to share with this new ministry he joined the call to reach the lost globally. In 2023, he was announced Bishop-Designate and second Prelate to the ministry.  He is aware that it is the Lord’s doing to call him, bless him and caused him to make a difference in so many lives worldwide. He has patiently waited on the Lord for such a day as this, “But they that wait upon the Lord shall renew their strength; they shall mount up with wings as eagles; they shall run, and not be weary; and they shall walk and not faint” Isaiah 40:31
